Creating a water-ecological civilized city in Harbin

哈尔滨是全国水生态文明城市建设第一批试点城市之一。在分析哈尔滨市水资源、水环境及水生态系统现状的基础上,针对目前存在的主要问题,遵循"以松花江为纲、以水定城、以水兴城、城水相依"的理念,提出哈尔滨市水生态文明城市建设的总体布局,从水资源管理、水资源优化配置及节约用水、防洪排涝、水环境改善、水生态系统保护与修复、水文化传承与水景观提升六个方面,全面启动哈尔滨市水生态文明城市建设,建成"大江安澜,湖库明净,内河水秀,滩岛生态"的水生态文明城市,为平原地区水生态文明城市建设提供参考。

Harbin is listed in one of the first national pilot cities for promoting water ecological civilization construction. General layouts for promoting water ecological civilization are worked out by following the principles of ＂benefiting city with Songhuajiang River and city-river dependency＂, in line with the present condition of water resources, environment and ecosystem in the city. It is suggested to initiate water ecological civilization construction by means of improving water resources management, optimizing water allocation and encouraging water conservation, flood and waterlogging control, water environment improvement, protection and recovery of ecosystem, preserving water culture heritage and creating beautiful water landscape, with the aims of ensuring safety of big rivers, cleaning lakes and rivers and recovering ecology of river beaches and islands.
