基于DEA的城市建设用地利用结构有效性研究

随着城镇化进程的推进,我国经济社会发展过程中面临的土地资源约束日益增大,而社会、经济及生态效益又与土地利用结构密切相关,因此,推动土地结构的合理有效利用是实现土地资源可持续发展的有效途径.按城镇化率大小选取全国26个典型城市进行建设用地利用结构效率对比研究,利用数据包络分析方法对研究对象2007—2011年的相关数据进行处理,并以天津市为例重点分析,发现随着城镇化率的提高,调整各类建设用地间投入组合,优化资源配置是必然趋势;通过合理优化城市建设用地结构,可以有效避免土地浪费,促进经济增长,并带动城镇化的发展;对于天津市而言,应尽量减少公共设施、工业、仓储用地面积以实现经济增长.

With the acceleration of urbanization process, the increasing land resource constraint has become a primary issue in the process of Chinese economic and social development. Since the social, economic and ecological benefits are closely related to the land use structure, reasonable and effective use of land structure is a valid way to ensure the sustainable exploi- tation of land resources. This paper carries out a contrastive study of urban construction land use structure efficiency among 26 typical cities in our country according to the urbanization rate, makes use of data envelopment analysis to deal with the related data in these cities in the years from 2007 to 2011, and then focuses on Tianjin issues to find out that the adjustment of investment combination among all kinds of construction land makes the allocation of resources optimized, which is an inevitable trend with the improvement of urbanization rate. The study also concludes that it can avoid the waste of land re- sources effectively, promote economic growth and lead to the development of urbanization through the reasonable optimiza- tion of urban construction land structure. For Tianjin, it should try to reduce the land area for public facilities, industry and storage to achieve economic growth. In the end, it draws the conclusion that the country has paid more attention to the con- struction land structure adjustment by the contrast between the newly ＂Code for Classification of Urban Land Use and Plan- ning Standards of Development Land＂ in 2012 and the standards implemented in 1990.
