新疆新型农牧区合作医疗运行特征分析

An Analysis of the Operating Characteristics of New Rural Cooperative Medical System in Xinjiang

文章借鉴已有研究,运用新疆2008—2013年新型农牧区合作医疗运行数据,对新疆新型农牧区合作医疗的参合情况、筹资水平、资金使用情况以及医疗补偿等四个方面的内容进行了特征分析,分析发现:新疆新型农牧区合作医疗整体参合水平较高;新型农牧区合作医疗筹资水平得到了显著提高,尤其是中央政策财政补助明显增加,受地区经济发展水平的差异,使得各地人均筹资水平存在一定差异;新型农牧区合作医疗资金使用率逐年提高,支出结构日趋合理;门诊与住院补偿比得到了显著提升,保障力度有所加大。

On the basis of previous researches, this paper analyzed indicators such as participation, financing, fund using and compensation in the operation of new rural cooperative medical system in Xinjiang by making use of the operating data of this system in Xinjiang ranging from 2008 to 2013. It is found that the total participation rate has reached a higher level, the financing fund increases evidently year by year,especially the compensative fund from the central government, the utilization rate increases year by year, the expenditure structure becomes more feasible, and the compensative ratio for hospitalization reaches a higher level. However, there exist differences among regions in financing fund per capita owing to the economic condition.
