A Study on Local Government's Debts in China

我国地方政府债务问题由来已久,从1978年改革开放以来随着经济的发展,地方政府债务融资规模迅速扩大。当前,我国地方政府债务的总体规模已相当庞大,而且呈现不断膨胀的态势,成为当前经济改革发展的一个突出问题。地方政府债务形成的原因是多方面的,它严重制约了我国当前经济的发展,甚至威胁到我国经济安全和社会稳定。因此,分析当前我国现阶段地方政府债务问题,对我们采取相应措施控制、改善地方政府债务风险具有现实意义。

Local government’s debts are an old problem in China. Since the reform and open-up in 1978, the fi-nancing scale of local government’s debts has rapidly been expanded with the economic development. At present, their overall scale is relatively large and shows a trend of gradual expansion, making them a prominent problem in the current economic development. Local government’s debts, whose formation involves different causes, seriously re-strain the economic development and even threaten the economic security and social stability. Therefore, it is of real-istic significance for us to take corresponding measures to control and improve the debt risk of local government.
