社会公众参与立法是民主理念在立法领域的具体反映。公众参与立法主要体现在立法准备阶段,立法草案提出、起草、审议阶段,法律公布之后实施阶段。目前我国公众参与立法正在朝着规范化和制度化的方向良性发展,但是,在公众参与立法的标准、过程、反馈机制、现实效果方面还存在着问题。解决以上问题,必须着力完善立法公开制度和立法听证制度。

Public participation in legislation is the reflection that the idea of democracy in the legislative field. Public participation in legislation is mainly reflected in the preparatory phase of legislation, the drafting of the draft, review stage, legal announced after the implementation phase. The public participation in legislation is moving in the direction of standardization and institutionalization, however, there are still problems in the standard, process, feedback mechanism, the real effect of public participation in legislation. To solve the above problems, we must perfect the open system of legislation and the legislative hearing system.
