制度环境是影响高等教育结构变迁的重要外生力量,主要包括经济、政治和文化等方面。其中,经济体制变革形塑着高等教育结构变迁中的利益主体;政治体制改革决定着高等教育结构变迁的方向与路径;文化传统和观念影响着高等教育结构的深度变迁与优化。当然,制度环境变革也带来了高等教育结构变迁的一些问题。因此,如何在现存制度环境下对现有的制度进行再设计是实现高等教育结构优化的关键。

The institutional environment, economic, political, cultural, is an important exogenous force to affect the higher education structural changes. In which, the economic environment plays a dominate role in shaping the interests in the changes of the higher education structure, then the policy institute reform decide the path of higher education structure changes, and the Cultural traditions and concept affect the depth change and optimize of the higher education structure. Therefore, the institutional environment change has also brought some problems of higher education structure change. Thus, under the existing system environment, redesign to the existing system is the key to realize the optimization of the higher education structure.
