省直管市(县)体制下建设用地监管技术研究

Studies on the Regulation Technique and the Management on the Constructive lands under the System with the cities and Counties Governed Directly by the Province

面向解决省直体制下市(县)建设用地管理业务监管难度大问题,研究建设用地全过程监管关键技术,设计该模式下的监管模式、技术架构、业务模型和数据模型,实现省直管市(县)模式下的建设用地批前、批中、批后"批-供-用-补-查-登"全过程监管。

Facing to the problem of difficult management and monitoring on the land used for construction under the system of city and county directly governed by the province, this paper studied the key technology of whole process of controlling the construction land, and designed the supervision model、technical framework、operation approach and data model under the above system in order to realize the whole process supervision of the following process： before-approval of the constructive lands, inapproval process and after-approval, that means the ＂approval-supply-use-compensation-check-registration＂of the constructive lands will be processed under the system with the cities and counties directly governed by the province.
