Study on Strengthening the Construction of Forest Resources Strategic Reserve Base of the New Normal—— Take the Yichun Forest Region of Xiao Hinggan Mountains as an Example

经济新常态下从应对生态危机、维护生态安全、提供生态资源三方面,提出进一步加强森林资源战略储备基地建设的重要性和紧迫性。以黑龙江省小兴安岭伊春林区为例,分析当前森林资源战略储备基地建设的现状及问题产生原因,对如何进一步加强森林资源战略储备基地建设提出完善建设规划、科学经营、深化改革激发活力、健全制度体系、加大投入、加强人才队伍建设、建立多元化机制等对策建议。

This article from the response to the ecological crisis,maintain ecological security,provide ecological resources of the three aspects,points out the importance and urgency of further strengthening the construction of forest resources strategic reserve bases;taking Heilongjiang province Yichun forest region of Xiao Hinggan Mountains as an example,analyzes the present situation and profound reasons of the forest resources strategic reserve base construction,then puts forward some countermeasures and suggestions for the construction of strategic reserve base：improving the construction planning,carrying out scientific management,deepening the reform and stimulating the vitality,improving the institutional system,increasing investment,strengthening the development of qualified personnel and establishing a diversified mechanism
