当前对青少年禁毒宣传教育的模式与缺陷——以北京市禁毒宣传教育为视角

Current Situation, Mode and Improvement in the Prevention of Juveniles' Drug Abuse——from the Perspective of Beijing's Performance

青少年毒品滥用是较为突出的社会问题。青少年的心智尚未完全成型,社会文化的多元化以及毒品滥用种类的变化,直接影响着青少年滥用毒品的规模及样态。作为仍旧存在更生可能的青少年,法律和政策应以教育和矫正为主,在防治青少年毒品滥用的策略上,应当以"事前预防"为主要手段。针对青少年群体的现实状况,应当在宣传教育的主体、机构设置以及宣传手段和内容上与其他受众相区别,以求获得更为良好的效果。

Drug abuse among juveniles is a serious social problem. The mind and body of the juveniles have not yet been molded at their age. The pluralism and diversification of drug has directly influenced the category and scale of drug abuse of juveniles. The juveniles are supposed to be rescued from drug abuse and the law and policy should emphasize education and correction. So the strategy of preventing drug abuse of juveniles should focus on ＂prevention＂. With regard to the situation of juveniles, we should distinguish the subjects, constitutions and methods of publicity and education from other groups of drug abuse to achieve a better effect.
