摘要
根据北京市朝阳区卫生监督工作的内容和特色,依托全模式网格管理体系,探讨基层卫生监督机构绩效考核体系的建立、运用、实施与评估。以公平性、合理性、科学性作为绩效考核体系的基本原则,将工作数量、工作质量及依法行政落实情况等指标纳入考核体系,确定了绩效考核指标内容、权重比例、考核形式及计算公式,并对工作数量和工作质量在考核体系中的权重及指标的设定和计算方法展开了进一步的探讨和尝试,力争让绩效考核更加科学的评估卫生监督员的执法效能。
According to the content and features of health inspection in Chaoyang District, on the basis of full-mode grid management system, we try to explore the establishment, application, implementation and evalua- tion of performance appraisal system of primary health inspection agency. Taking fairness, rationality and science as the basic principles of the performance appraisal system, indicators of the quantity, quality of work and administrative implementation were involved to the evaluation system. The performance evaluation index and content, the weight proportion, assessment forms and formulas were also regularized. And we make further discussion trying to calculate the importance of the weight of each indicator in order to assess health inspector and supervisor effectiveness of law enforcement more scientifically.
