摘要 结合大连西太平洋石油化工有限公司10多年的探索与实践,探讨炼油业如何通过建立适合于市场的组织结构、以市场为导向的经营模式、以效益为目标的优化运行组织,实现效益最大化的途径。认为管理者必须立足炼厂现有的工艺技术路线,从分析目标市场产品需求结构、掌握原油和成品油价格信息入手,彻底改变传统的思维模式,建立以经济效益为中心的目标管理体系。通过选择最经济的原油,以产品结构优化为主线优化装置运行,同时控制各环节成本,采取灵活多变的经营手段。 Based on more than ten years of exploration and practice of West Pacific Petrochemical Company Ltd.(WEPEC), it is discussed in this article how to maximize the benefits of refining industry by building a 'fit-for-market' organization, a market-oriented operation mode, and a benefit-centered optimal operation organization. The managers should, in view of current technical route and process, change traditional thinking mode thoroughly by analyzing product demand mix of target market and mastering crude oil and oil product information; and establish a target management system centered upon economic benefit. It is suggested to optimize equipment operation by selecting the most economic crude oil and focusing on product mix optimization, to control costs of various links and take flexible operation measures.
