农民工市民化成本测算模型的改进及应用

Improvement of Cost Calculation Model on the Citizenship of Rural Migrant Workers and its Application

基于经济学和社会学相关理论,本文将农民工市民化成本划分为外部成本和私人成本,将私人成本区分为显性成本和隐性成本;综合考虑农民工在城乡间流动可能对成本测算的影响;构建更加完善的成本指标体系。利用广东省2009-2013年的普查数据和实地调研数据测算农民工市民化的年度人均总成本为6.314万元。进一步分析表明,政府是农民工市民化的主要推动者而非成本的最大承担者,农民工市民化能有效缓解城乡差异,提升农民工的人力资本,市民化后农民工失业风险降低,但隐性成本对农民工市民化的意愿与行为可能产生影响。

Based on the relevant theories of economics and sociology,this paper classifies the citizenship costs of rural migrant workers into external cost and private costs. The private cost is further divided into explicit cost and implicit costs; A more perfect cost index system is built by comprehensively considering the possible effects of the flow of rural migrant workers between the cities and the countryside. According to the census data of Guangdong province from 2009 to 2013 and the field survey data,the total annual per capita cost of the citizenship of rural migrant workers is 6314 Yuan. Further analysis shows that the government is the main pusher of the citizenship of rural migrant workers but not the biggest bearer of cost. The citizenship of rural migrant workers can effectively relieve the disparity between the cities and the countryside and raise the human capital of rural migrant workers. After the rural migrant workers get their citizenship,their unemployment risk will be lowered,but implicit cost may affect the wishes and behaviors of the citizenship of rural migrant workers.
