西部大中型城市是承接国内外产业转移的主要区域,优化这些城市的产业承载空间,需要在明确引进产业是当前空间拓展主动力的前提下,紧紧围绕引进产业类型优化城市空间布局,分类推进不同城市的产业承载空间调整,通过提升中心城区功能、建设卫星城和新区、调整行政区划和完善与此适应的体制机制等,促进合理的城市空间形态的形成。
