摘要
目的在全面推进医药卫生体制改革新形势下,深入研究我国乡镇卫生院医务人员的薪酬满意度,为我国乡镇卫生院合理完善薪酬制度提供相关政策建议。方法通过文献分析法,提出薪酬满意度的评价体系,分别从薪酬水平、薪酬提升、薪酬结构及管理和福利4个维度评价薪酬满意度。采用目的抽样法,选取北京市怀柔区及山东省临沂市的两县作为样本地区。根据3地各乡镇的经济发展水平,将每个县(区)的乡镇经济发展水平分为高、中、低三档,每档随机抽取2所乡镇卫生院,1个县(区)共抽取6所乡镇卫生院,3个县(区)共抽取18所乡镇卫生院。对18所乡镇卫生院的所有578位医生、护理、药剂和医技四类医务人员进行薪酬满意度问卷调查。结果 18所乡镇卫生院医务人员总体薪酬满意度平均得分为2.86分。结论该分值在满意度"一般"与"不满意"之间,尚未达到"一般"满意水平,3地乡镇卫生院医务人员总体薪酬满意度为不满意。医务人员的薪酬满意度在不同年龄段、不同从业时间、不同学历和是否需要入户工作四个方面分别有显著性差异。
OBJECTIVE To study on the pay satisfaction of health professionals in the township health center under the circumstances of new health system reform, and to provide the policy recommendation for strengthening the payment mechanism of health professionals in the township health center. METHODS To produce the pay satisfaction evaluation model through the literature review. The pay satisfaction would be evaluated through the four-dimension model that contains pay level, pay raise, pay structure and administration, benefit. Huairou county in Beijing, two counties in Linyi of Shandong Province have been selected as the sample area by the purposive sampling method. In each county, the townships have been divided into three different groups according to their economy development level. The three groups are categorized as the townships with high economy development level, that with middle economy development level, and that with low economy development level, 2 township health centers have been randomly selected from each group. 6 township health centers have been randomly selected in each county. Totally 18 township health centers have been selected in the three counties. The total 578 health professionals including doctors, nurses, pharmacists and health technicians have been targeted as the sample for the questionnaire survey. In addition, the informant interview and group interview with the health officials at national, provincial and country level, the heads and the health professionals of township health center have been conducted. RESULTS The to- tal average points of the pay satisfaction of health professionals in the township heath centers in three counties is 2.86, CONCLUSION The scour is just between the level of "average" and "not satisfied" and have not reached the "average " level yet. Therefore it is considered that the health professionals are not satisfied with their current pay satisfaction in general. There are significant differences on the pay satisfaction between different age range, between different years of working experience, between different education levels and between whether the health professionals need to work outside the health center.
