生态学视域下的城市环境与经济动态协调发展度研究

Ecological prospect on the harmonious development of the urban environment and the national economy

在大力推进生态文明建设的背景下,城市环境与经济协调发展已成为城市可持续发展的重要主题。以生态学原理及方法对呼和浩特市2005—2011年的环境与经济协调发展度进行了动态分析。结果表明,呼和浩特市城市环境与经济协调发展总体水平是稳步上升的。2005年城市环境与经济发展的协调类型属于良好协调发展类环境滞后型;2006年城市环境与经济协调发展水平相对较低,经济效益较高,而环境效益较低,属于中级协调发展类型;2007—2009年,城市环境与经济发展的协调类型属于良好协调发展类经济滞后型;2010年城市环境与经济发展的协调类型属于良好协调发展类环境滞后型;而在2011年,呼和浩特市城市环境与经济发展的协调类型可归类于优质协调发展类环境滞后型,二者的协调度进入了较高阶段。呼和浩特市环境和经济的发展处于一种逐渐趋于协调的状态。在此基础上提出了一些对策和建议。

This paper would like to bring about an ecological prospect on the harmonious development of the urban environment and the national economy on the background of advancing the construction of ecological civilization by taking Huhhot,the capital city of Inner Mongolia,as a case study sample. As is known,the environment and the coordinate development of economy has become one of the hot themes of city sustainable development. For this topic,we have pursued the city＇s harmonious or coordinate development between the environment and the economy during the period from 2005 to 2011 and have done a dynamic analysis from the point of view of the ecological theory and stand point. The conclusion we have gained reveals that,on the whole,the coordinate development trend of the urban environment and the economic growth in Hohhot has been gaining steady progress year by year. In 2005,the situation in this way proves to be nice in harmonious manner though the urban environment should be considered somewhat lagging behind. However,in2006,the harmonious development level of the city turned to be comparatively low. Although the economic or material profits were comparatively high,the eco-environment profit remained comparatively low,which can be relegated to the medium level. Yet,in the period of 2007-2009,the city won a comparatively successful coordinate development between the environment and the economy,with the economic development tended to lag behind a bit. The fact was that during the three years＇ period,the comprehensive economic benefit index turned to be lower than the index of the environmental benefit.In spite of this,in 2010,much more gains were won in the city environment and the coordinate development type between economy and the environment turned to be better again though the environmental construction fell somewhat behind. And,in this juncture,in 2011,the urban environment construction and the economic coordinate development type gained excellent progress with a bit of shortage in the environment construction. Nevertheless,in this period,the harmonious coordinate development level goes up to a higher stage. And,finally,it can be said that the harmonious urban environment and economic development of the city have been gaining weight in a gradual progress and perfection. Besides what is said in our commentary,the paper has also proposed some suggestions and countermeasures based on its detailed analysis and evaluation.
