教代会代表提案是高校教职工直接参与学校民主管理和民主监督,直接反映自身建议和诉求,直接维护自身合法权益的重要方式,也是加强高校与教职工联系,实现高校决策和管理科学化、民主化的重要手段。因此,高校要切实提高其教代会提案代表提案质量、提案承办部门承办质量和提案工作机构服务质量,通过加强专题培训,规范和完善提案工作程序等措施来提高提案的落实成效及教职工代表的满意度。

Proposal of the Congress of Teaching Staff is an important method of teaching staff＇ s direct participation into the demo- cratic management and supervision, reflection of suggestion and demands, and legal rights and interests protection in universities and colleges. Therefore, the quality of proposals, the quality of undertaking department and the service quality of proposal working department should be improved through training and improving working procedure, so as to enhance the implementation and satis- faction of the representatives of teaching staff.
