摘要 伴随着中国经济转型,其经济发展模式开始由粗放型向集约型模式转变,这就对节能减排提出了更严格要求。通过交叉效率DEA模型评价了中国各省市的节能减排效率,并对其节能减排效率优劣程度进行了排序,结果发现该效率值更符合实际情况,同时它还避免了传统DEA模型下得到多个效率值为1而无法对其效率进行优劣评判的不足。从结果看出,东北三省以及西部等经济欠发达省份的节能减排效率较低,同时北京、上海、广东等经济发达省份的效率也很低,而浙江、江苏等华东各省的经济产出和节能减排效率都很高。 With the economic transition in China,the pattern of its economic development is changing from the extensive model to the intensive model and it requests energy conservation and emission reduction greatly.This paper evaluates the cross-efficiency of energy conservation and emission reduction of all the provinces based on the DEA model and ranks the cross-efficiency. The result shows that the model is more reasonable than the traditional one. Moreover,the cross-efficiency DEA model can be used to avoid the phenomenon that several results are 1 at the same time,therefore the efficiency of energy conservation and emission reduction of different provinces in China can be ranked. The results show that the efficiency in three northeastern and western provinces whose economy is underdeveloped is lower,and the efficiency in Beijing,Shanghai and Guangdong is also low although they all belong to the economic developed ones,while the economic output and energy conservation and emission reduction efficiency in Zhejiang,Jiangsu and the other eastern provinces are comparatively higher than those cities or provinces mentioned above.
