综合治理就是在安全生产的管理全过程中,充分运用各种手段,从发展规划、行政监督以及现场管理等多方面入手,从而建立起安全生产管理的长效机制,确保施工安全。

Comprehensive treatment requires us to make full use of various kinds of means to establish long-term mechanism for management of safety in the production from the aspects of development plan, administrative supervi- sion and field management to ensure safety in the construction in the entire process of management of safety in produc tion.
