'Transforming Function, Improving Performance and Accelerating the Construction of a New Pattern on Special Equipment Safety' Speak on National Special Equipment Safety Supervision Function Transformation Work Conference

（2015年2月9日）同志们：今天,我们召开全国特种设备安全监察工作座谈会暨电梯安全监管大会战动员部署会,主要是学习贯彻党的十八届三中、四中全会和中央经济工作会议精神,落实全国安全生产会议和全国质检工作会议有关要求,回顾总结2014年工作,对2015年重点工作进行动员部署,重点研究部署职能转变改革和电梯安全监管大会战、油气输送管道隐患整治攻坚战、燃煤锅炉节能减排攻坚战＂三大战役＂，强化依法治特，狠抓工作落实，不断提升特种设备安全与节能工作水平。

The director Song Jihong, from the Special Equipment Safety Supervision Bureau of General Administration, Inspection and Quarantion of the People's Republic of China, gave a speech on ‘National Special Equipment Safety Supervision Function Transformation Work Conference' in August 2015. In the meeting, overall advance situation of the current special equipment safety and energy regulation called ‘three battles' was briefed, the top-level design of special equipment safety and energy regulation reform including general idea and main content was introduced emphatically, meanwhile, 5 aspects of reform measure and deployment of the second half of 2015 priorities was given lastly.
