摘要
党的十八大报告强调指出,科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。为更好地贯彻实施党的十八大提出的创新驱动发展战略,必须管好用好科研经费,发挥资金使用效益。要正确认清当前科研院所科研经费管理中的矛盾和问题,通过明确责任和强化监管等措施来加强对科研经费的使用管理,推动科研院所的科研工作健康发展。
The Party＇s 18 report stresses that technological innovation is the strategic support to improve social productive forces and overall national strength, and must be placed at the heart of the overall national development. In order to carry out and implement the innovation-driven development strategy proposed by the Party＇s 18 report, the research funding is must be managed and used legitimately and play a good capital efficiency. The contradictions and problems in current funds management in the scientific research institutes is must be correctly understood, the use and management of research funding should be strengthened through clear lines of responsibility and strengthen regulatory and other measures to promote the healthy development of scientific research institutes.
