Social Structural Reform: Theoretical Argument and Policy Considerations:Review on the Third Forum of Chinese Social Management

加快推进社会体制改革是创新社会治理、全面推进社会建设的内在要求,是实现政社分开、加快转变政府职能的重要举措;是释放社会红利、全面深化改革的必然要求。加快推进社会体制改革的总体目标,从根本上说,就是构建起中国特色社会主义社会体制。当前我国社会体制改革中存在的突出问题主要表现在三个方面:社会体制改革的长期滞后与经济体制改革之间的不相适应性日益突出;社会体制核心领域的改革进展与人民群众的现实需要之间仍存在较大差距;社会体制改革的顶层设计与经济社会发展的客观要求之间仍存在较大距离。对此,加快推进社会体制改革:一要认清社会体制改革的本质内涵和性质;二要把准社会体制改革的基本方向和原则;三要找准社会体制改革的战略支点和抓手。

To accelerate social structural reform is the inherent requirement of social governance innovation and comprehensively promote the social construction, it is an important measure to achieve the separation of government and society and accelerate the transformation of government functions, and also an inevitable requirement to release social dividends and comprehensively deepen the reform. The overall objective of accelerating social structural reform, fundamentally speaking, is to build a social structure under the socialist society with Chinese characteristics. The current outstanding problems that exist in our social structural reform mainly are three aspects： the increasingly incompatibility between the lagged behind of social structural reform and the economic reform; the wide gap between the progress of the core areas of social structural reform and the practical needs of the masses; the big distance between the top-level design of social structural reform and the objective requirements of the economic and social development. In this regard, to accelerate social structural reform, firstly, we must understand the connotation and the nature of social structural reform; secondly, we should insist on the basic direction and principles of the social structural reform; thirdly, we must identify the strategic fulcrum and the starting point of the social structural reform.
