Rethinking the Function of Pivotal Organizations--A Perspective Based on Social Capital Theory

枢纽型社会组织作为社会组织管理创新的亮点成为公共管理实践与理论研究的焦点,但其在推动社会组织发展、提供社会支持、构建社会网络等方面的优势并没有显露。从社会资本的角度来看,枢纽型社会组织的价值主要体现在促进社会共同体的形成、增强社会的主体性和提供有效的社会支持。构建开放性的社会组织网络,通过充分的互动促进社会组织间的信任,以及建立规范形成互惠共赢,是枢纽型社会组织成为具有本土特色制度建构的有效途径。

Being the highlight of the innovation of social organizations, pivotal organizations have become the focus in theory and practice. However, the advantages of pivotal organizations have not been fully developed in several aspects such as improving the development of social organizations, offering social supports and constructing social network. In the perspective of social capital, the value of pivotal organizations is mainly demonstrated in forming social community, improving the subjectivity of society and offering effective social supports. The effective way to make pivotal organizations a native system is to promote mutual trust among social organizations,and to establish standards to achieve mutual benefit.
