论警察不作为问题的解决路径——以派出所勤务工作为视角

On the Solutions to the Problem of Police Nonfeasance——From the Perspective of Service Work at Police Stations

警察不作为,将使警务改革与发展方略流于形式,使勤务决策和部署无力执行,直接影响到警务工作全局和国家安全、社会稳定的最终维护。应以派出所勤务工作为视角,通过发现派出所民警不作为的表现形态和产生机制,从改革、完善和实施科学合理的监督方式、考核体系、激励要素、勤务研究和教育培训五个方面提出公安机关解决警察不作为的可行性对策。

The nonfeasance of police which can make the strategy of policing reform and development become a mere formality and make service decisions and plans unable to perform will directly inlfuence the maintenance of national security and social stability. Through ifnding out the different manifestation mode and operation mechanism in the practice of police nonfeasance at police stations, this article, from the perspective of service work at police stations, puts forward some feasible countermeasures by reforming, improving and implementing the scientific and rational methods of supervision, evaluation system, incentive factors, service research and education to solve the problem of police nonfeasance.
