关于陕西省退耕还林后续产业发展的若干思考

Opinions of the Subsequent Industrial Development of Returning Farmland to Forest in Shaanxi Province

陕西省退耕还林工程实施成效显著,但是在后续产业发展方面尚存在产业化水平低、缺乏科学规划、农户积极性不高、未建立长效机制等问题。在分析陕西退耕还林后续产业相关问题基础上,结合陕西实际,建议适时重启新一轮退耕还林政策,深化林权制度改革,培育特色主导林产业,加快发展区域林产业服务组织。

It has achieved greatly since the practice of the project of the returning farmland to forests in Shaanxi Province.However,there still exist some problems especially in the subsequent industries development;for example,low level of industrialization,lack of scientific programming,negative farmers＇ enthusiasm,not established a long-term development mechanism,etc.Based on these problems,this paper suggests that we should start a new turn of returning farmland to forest reform with more deeply change determination and more effective policies on property rights,to cultivate characteristic forestry industries and related services.
