涉警舆情中的非利益相关者

Non Stakeholders in Police-related Public Opinion

非利益相关者是舆情事件分析中出现的一个新概念,在涉警舆情分析尤其是涉警舆情危机事件的处置中有着非常重要的意义。从分析非利益相关者角色入手,对其价值进行了理性地辨析,进而分析其产生的深层原因,并提出了涉警舆情危机事件中对非利益相关者的导控措施。提出应站在国家治理的高度,以国家治理现代化的思维去探寻对策,做到标本兼治,重在治本,以实现涉警舆情事件中的警民和谐。

The non stakeholder, as a new concept in the analysis of public opinion events, is of important significance in police-related public opinion analysis especially police-related public opinion crisis disposal. In this paper, from the analysis of the role of non stakeholder, on the rational research of its value, the author analyses the profound reasons of its formation and puts forward to the guiding control measures on the non stakeholders in police-related public opinion events. The author proposes that we should stand in the height of national governance, explore countermeasures in view of national governance modernization, and seek both temporary and permanent solutions while focusing on the permanent solution to achieve harmony between the people and police in the police-related public opinion event.
