摘要
在大多数第三世界国家的公共行政部门中,通常男性和女性之间的地位相差都非常悬殊。不仅如此,妇女在公共部门的就业机会也很少,或者说妇女在这一领域并没有享受平等的就业机会。本文以孟加拉国、印度和巴基斯坦为例,探讨了妇女在南亚国家参与公共行政部门的情况。文章指出,虽然印、孟、巴三国政府一再致力于推动妇女参与公共事务及女性官员的晋升,但是总体的情况却仍然不尽如人意——三个国家的女性官员(特别是高级女性官员)的数量仍旧非常少;而且对于那些刚刚进入公共机构的初级女性职员而言,她们未来的职业道路也充满各种障碍。本文介绍了印、孟、巴三国妇女参与公共事务工作的情况,论述了影响三国妇女在公务员系统参政议政的障碍因素,在此基础上提出相应的对策建议。
In most countries of the third world,the disparity between male and female representation in civil service is wide. Women have little or unequal access to public employment. Despite the efforts government has taken to stimulate the entrance and upward mobility of its women administrators,the overall figures are not gratifying; women administrators,especially in the higher echelons,are still very few in number. Those who started in junior positions face many barriers to career advancement. Women's participation in the public services in India,Bangladesh and Pakistan,still is a problem to be solved.
