工程质量监督不仅是政府履行监管职能的重要内容,也是保障工程质量安全的关键机制。按照现代法治理念,通过对现行监管体制、运行机制的全面梳理、系统反思,对相关体制性障碍、制度性缺陷的表象揭示和深入剖析,从法律、职能、主体、手段等方面,提出了重构监管体系、提高监管能力的改革建议。指出,完善工程质量监督体系,建立规范高效管理体制和运行机制,必须充分考虑工程质量监督的专业性、技术性和特殊重要性。

Project quality supervision is not only an important part of the government to perform its regulatory functions, and it is also a key mechanism to ensure the quality and security of projects. Aceording to the modern law ideas, the systematic obstacles and the institutional defects related to existing construction project quality supervision and management system are deeply analyzed by comprehensively analyzing existing supervision and management system and operation mechanism, and some reform proposals for reconstructing the construction project quality supervision and management system to improve regulatory capacity are proposed fi＇om law, function, subject and means. It is pointed out that in order to improve project quality supervision system and establish a standardized and efficient management system and operational mechanism, we must fully consider the professionalism, the technicality and the special importance of engineering quality supervision.
