跟一切利益一样,国家利益具有鲜明的层次性。居于不同层次的国家利益,对于国家的重要性来说也就存在区别,这种区别必然影响国家利益与相关国际法律制度的关系。实际上,无论是国家利益的层次等级,还是国家利益的层次变动,乃至国家利益不同层次之间的复杂关系,都将影响国家在国际法上的态度与行动选择。无疑,对国家利益的层次分析,将是国家利益与国际法的关系研究中不可或缺的一环,也是我们从单位层次观察国内系统如何"自下而上"或"从内至外"影响国际法的一个良好窗口。

Like all the interests,the national interest has a distinct hierarchy. The importance to nations varies depending on the different levels of national interests,which undoubtedly affects the relationship between national interests and relevant international legal regime. Actually,the levels of national interests or the changes in the hierarchy of a nation,even the complicated relations among diverse levels of national interests,will influence the attitudes and action selections of nations on international law. Surely,the analytic hierarchy of national interest would be an indispensible part of the research on relationship between national interest and international law,and is a favorable intermediary for us to observe how the domestic system affects international law ＂from the bottom up＂or ＂from inside out＂in unit level.
