转型时期我国社区自治工作的不足及改进措施

在我国社会转型期的视域之下,城市社区被作为基层政权组织的载体、城市居民日常生活的基本场所、城市治理方式转变的基础阵地来加以把握和认识,并将社区建设的理想目标定位为实现社区自治。这也是政府在保证社会稳定的前提下积极探索的方向。但是在居委会的行政化、组织化以及社区文化和社会组织的培育等方面,社区自治还存在很多不足。应对这种状况,需要在政府主导和推动,加快相应法律法规的建立和完善,培育和建设社区文化,发展社区社会组织方面做出进一步努力,以更好地推进社区自治工作的开展。

From the perspective of transformation period in our country, city community is to be recognized as the carrier of the grass-roots political organization, the basic place city of the daily life of residents, the basic position change of city governance mode. Community autonomy is the ideal target of community construction. It is also the government＇s active exploration in ensuring social stability. While there are many shortcomings in the performance of community autonomy,such as the administration and organization turns of community neighborhood committees, community culture and also the cultivation of social organization. In order to better promote community autonomous work, we must do better in the work of government led, promote and speed up the corresponding laws and regulations to establish, perfect, cultivate and construct community culture, and develop community social organizations.
