论公民道德冷漠现象及其治理对策

On Citizen Moral Indifference Phenomenon and its Countermeasures

道德冷漠的出现,主要是由于社会转型期人们价值观念的变化;社会保障机制不完善,奖惩不对应;公民道德意识淡薄,道德情感不健全所致。解决道德冷漠问题应正确处理转型期社会矛盾,弘扬优秀传统道德观;完善道德规范,建立奖惩机制;提高公德水平,给予道德关怀。

The emergence of moral indifference is mainly due to the change of the people’s value idea in social transition period; Social security mechanism is imperfect,rewards and punishments not corresponding; Citizens’ moral consciousness is weak,moral emotion is not perfect due. Solve the problem of moral indifference should correctly handle social contradictions in the transformation period,carry forward the excellent traditional moral values; Improve the code of ethics,establish the mechanism of rewards and punishments; Improve the level of social public morality,to give moral concern.
