促进丝绸之路经济带货币流通——基于新疆跨境直接投资人民币结算问题的研究

Promoting the Currency Circulation along the Silk Road Economic Belt——Based on the Research on Issues of RMB Settlement of Xinjiang Cross-border Direct Investment

加强贸易与投资领域的合作和货币流通是构建"丝绸之路经济带"的两个方面,文章将重点聚焦在这两方面的交集——新疆跨境直接投资人民币结算。自2010年10月成为全国首个跨境直接投资人民币结算试点以来,新疆开办该项业务已有四年,但其进展却很缓慢,对外人民币直接投资和外商人民币直接投资明显不匹配。建议分别从经济政策、银行业发展等方面入手,以保障新疆跨境直接投资人民币结算业务的有序规范开展,促进"丝绸之路经济带"的构建。

Strengthening the cooperation and currency circulation in the field of trade and investment is two aspects to build the Silk Road Economic Belt. The paper focuses on the intersection of these two aspects -- RMB settlement of cross-border direct invest- ment in Xinjiang. Since Xinjiang became the first pilot RMB settlement of cross-border direct investment in October 2010, the busi- ness has been launched for four years in Xinjiang, but the progress is very slow, and RMB foreign direct investment obviously does not match the foreign direct investment. The paper suggests that measures should be made respectively from the aspects of economic poli- cy and the banking business development to ensure the order and standard of the RMB settlement business of cross-border direct in- vestment in Xijinag so as to promote the construction of the Silk Road Economic Belt.
