农村集体建设用地改革面临的问题与思考

The Facing Problems and Thinking of the Reform of the Rural Collective Construction Land

党的十八届三中全会提出要建立城乡统一的建设用地市场,赋予农民更多的财产权利,由此农村集体建设用地改革即成为土地制度改革的焦点。本文针对农村集体建设用地改革的现状,分析了改革过程中面临的问题,结合改革的实际,提出了相关的建议。

The Third Plenary Session of the 18 th CPC Central Committee puts forward to establish a unified urban and rural construction land market,to give farmers more property rights,thus the rural collective construction land reform has become the focus of land system reform.Based on the present situation of the reform of rural collective construction,the paper analyzes the facing problem in the course of reform,combines the practice of the reform, and puts forward some relevant suggestions.
