对铁公倒运及其能力建设的认识与思考

Our Understanding of and Reflection on the Transshipment Between Railroads and Highways and the Building-Up of the Transshipping Capacity

铁公倒运是军事联接运输的重要组成部分,是确保军交运输保障连续性的有效手段。为认清铁公倒运的重要性,从我军军事战略、高技术武器打击手段及军交运输现状三个角度分析了铁公倒运在现代战争中愈显突出的现实意义;并在此基础上,从倒运的组织指挥、倒运预案的制定、基础设施建设、倒运演练和倒运决策五个方面提出了加强铁公倒运能力建设策略。为科学组织铁公倒运提供了理论依据。

The emergency transshipment（ET）between railroads and highways is an important part of the military linking transportation and an effective means to ensure the continuity of military transportation support.Aiming at helping people to get a clear understanding of the importance of the emergency transshipment（ET）between railroads and highways,the immediate and increasingly remarkable importance of it in modern wars is analyzed in the paper respectively from the three angles of the military strategy of our army,the hitting means of high-tech weapons and the present situation of our military transportation,upon the basis of which some useful policies and means to strengthen building up our transshipping capacity are put forward respectively from five aspects of how to organize and command the transshipment,how to work out precautionary schemes for it,the construction of parts of the infrastructure,the training and rehearsal of it,and how to do a good job of decision-making for it.The paper provides very good theoretical grounds for the scientific organization of the transshipment（ET）between railroads and highways.
