海上溢油应急处置方案的多属性决策分析 被引量:2

摘要 本文通过对有关溢油应急处置方案的多个属性特征进行分析、整理和加工,形成便于根据应急场景选择的应急处置优化方案;并在确定方案后,通过对应急资源的不同属性进行分类及归纳总结,得出不同环境气象条件、水文条件、溢油规模、油膜特性、布放条件下应急资源的选择方法,并给出计算应急资源需求量的估算方法,为决策者提供有益的方法借鉴和支撑。 In this paper, through the analysis, Finishing and processing of multiple attributes of oil spill emergency response plan,emergency disposal optimization scheme was formed. After the plan,attributes of emergency resource was sorted, analyzed, and summarized. It come to the method of how to select emergency resources, under a different environment and weather conditions, hydrological conditions,spill oil scale,oil film characteristics,placed condition.Estimation method of calculation of emergency resources demand was gained. It provide the beneficial reference method and its supporting for decision makers.
