本文针对道路客运安全事故多发存在的安全管理问题及原因,在政策法规、管理机制、经营许可及市场监管等方面进行了剖析;对中美两国道路客运安全管理的法规制度进行了分析比较,根据我国道路客运发展现状和安全管理存在的关键问题,借鉴美国的管理经验,提出了创新道路客运安全管理的政策建议。
