从不同组织主体角度来研究山西扶贫移民搬迁模式

扶贫移民对于山西省的经济和社会发展有着重要的意义,它不仅能够帮助山区老百姓脱离贫困,改变老百姓的生产方式和生活方式,而且能够促进迁入地的城镇化,并且在一定程度上对于保护和改善迁出地的生态环境起到积极的作用.通过多年的实践研究,山西省已探索出多种扶贫移民模式,从移民组织主体角度出发可以分为政府为组织主体的移民模式、政府+企业为组织主体的移民模式和社会力量为组织主体的移民模式三种类型,各种新兴模式的出现极大的丰富了山西省的扶贫移民工作,对山西省扶贫移民效果的实现有极大的促进作用,但山西省目前的扶贫移民模式主要特点之一就是政府主导势力过头,企业参与、社会组织促进的移民模式尚未推广普及,移民的主导力量有待于作进一步调整.

Poverty alleviation immigration has important significance for economic and social development in Shanxi province. It can not only help mountain people out of poverty, change the way of produce and life, but also can promote urbanization of resettlement areas, and in a certain extent, it also have certain positive role to protect and improve the ecological environment of the emigration areas. Through practice research for many years, Shanxi province has explored a variety of poverty alleviation migration patterns. It can be divided into three main types, including the government as the body in the organization of the migration patterns, the government plus corporate the body in the organization of the migration patterns and the social forces as the body in the organization of the migration patterns from the point of view of immigrant organizational bodies. The emergence of three main types greatly enriched alleviation resettlement work in Shanxi poverty and it has a great role in promoting the effect of alleviation immigrants. But one of the main features of migration patterns is government-led forces is overdone, the migration patterns of enterprise participation and social organization promoting is not popularize yet. A dominant force in immigration need be adjustment.
