国家政策扶持下的德国应用科技大学发展研究

Study on Development of University of Applied Sciences Supported by German National Strategies

德国的应用科技大学作为德国经济发展的助力器一直广为研究,而经过多年发展,应用科技大学也已经形成了自己的特色并逐渐成熟,作为德国职业教育的高级阶段,德国应用科技大学的发展一直受到国家的重视和扶持,本文着重研究和分析近年来德国针对和涉及应用科技大学发展的诸多政策,如:"应用科技大学科研助力"方案;"经由教育之路,再登高峰"一揽子教育资助计划中的"女教授计划"、"开放的高校"、"改善教育质量公约"和"高校公约2020"等;找到这些扶持政策和措施的相互关系和特点,来分析应用科技大学在这些政策推动下的发展轨迹。

Widely studied as a boost to German economic growth, University of Applied Sciences（UAS） has formed its unique features and the development has reached its full swing. At the advanced level of German vocational education system, UAS has always been valued and supported by German government. This paper studies the recent German national strategies involving the development of UAS, such as ＂Research and Development in the UAS＂, ＂Female Professors Plan＂, ＂Open the Door of Universities＂, ＂Education Quality Improvement Convention＂, ＂University 2020＂, and etc. Reviewing the features and the interactions of these supportive policies and measures, the growth track of UAS can be traced.
