摘要
教科书是教学活动的重要依据和学生学习的主要资源,此研究探讨台湾中小学教科书编审制度,胪列近70年来台湾教科书统编与审定制度演进,提出课程规划、编辑审查、市场机制、使用与评鉴等五阶段的教科书发展历程,分析台湾现行教科书审定规范,以及审查运作程序与沟通机制,阐述教科书产业的特质,提出"教育归教育、市场归市场"之基本原则,并建议推动教科书学术研究发展、理性探究教科书意识形态与改进教科书计价议价制度等策略。
Textbooks are an important basis for teaching activities and the main resource for student learning,this paper discussed the compilation and examining system of primary and secondary school textbooks in Taiwan,listed for nearly 70 years the evolution of Taiwan textbooks' compilation and examining system,proposed curriculum planning,editorial review,market mechanisms,use and evaluation, etc., the five development stages of textbook, analyzed Taiwan's current textbook examination specification, reviewed operational procedures and communication mechanism, described textbook industry characteristics,proposed the basic principles,that is education is the education,the market is the market. The author suggests to promote the development of textbook academic research, rationally research textbook ideology, and improve the textbook pricing negotiation system,etc..
