摘要
1987--2014年《教育部工作要点》的词频统计显示,直接提及和专门论述普通高中教育的用词较少,普通高中教育大都捆绑在"基础教育"和"中小学"中笼统述之,缺乏对普通高中教育的专门性、针对性的政策安排与制度设计。不仅如此,普通高中教育的词频明显低于高等教育和义务教育,这与我国很长一段时间以来把义务教育作为改革"重中之重"并大力发展高等教育的战略部署直接相关。而随着我国义务教育的普及巩固和高等教育走向大众化,普通高中教育不能再在义务教育和高等教育的裹挟中被动前进,高中教育的相对独立性和特殊性应该得到凸显,并引起国家政策的足够关注与重视。
The word frequency statistics of the Ministry of Education Points from 1987 to 2014 show that direct mention and special discussion of the terms of general high school education are fewer, the general high school education mostly bound to the"basic education"and"primary and secondary school"when discussed,and lacks specialized,targeted policies and institutional design of general high school education in it. Moreover, the word frequency of general high school education was significantly lower than higher education and compulsory education,since our country has put the reform of compulsory education as a"top priority"and has made some strategic plans to strive to develop higher education during a very long time. With the popularization and consolidation of compulsory education and the popularity of the higher education,it is necessary that separating general high school education from compulsory education and higher education to change its passive situation. At the same time,the relative independence and particularity of high school education should be highlighted,and thus prompt national policy put enough concern and attention on it.
