区域电子信息制造业的转型升级路径研究

随着技术创新与市场竞争的加剧,区域电子信息制造业的发展方式发生重要变化。本文论述了区域电子信息产业发展面临的内外部形势,从先发优势区域、发展中区域、后发落后区域三个层次讨论了区域电子信息制造业发展面临的困境。提出各区域电子信息制造业转型升级存在显著差异:先发优势区域的技术演进需摆脱对外路径依赖,提升产业原始创新能力,着眼产业链高附加值环节,改变全球价值链从属地位;发展赶超区域要减少劳动、土地等传统要素投入,转变产业发展的比较优势,预防部分行业产能过剩,加快提升产业管理能力;后发起步区域要调整产业发展战略,侧重产业转型升级的承接效果,谨防热点领域盲目投资,提升产业发展统筹布局。

With acceleration of technological innovation and market competition, regional information industry faces major changes.This paper discusses the internal and external situation that the information industry confronting, and different dilemma of first-mover regions, developing regions and backward regions. Significant differences of transformation and upgrading of regional information industry have been found first-mover regions needs to get rid of path dependence of evolution of foreign technology, to enhance the ability of original innovation ability, to focus on the industrial chain of high value added sectors, and to change the subordination of the global value chain. Developing regions can acquire regional development through reducing labor, land and other traditional factors input, change comparative advantages of industrial development, prevent overcapacity in some industries, and then upgrade industry management ability. Backward regions need to adjust the whole development strategy by focusing on to undertake the effect of transformation upgrade of industry, getting rid of blind investment, enhancing the overall industry planning layout.
