黑龙江省对俄贸易口岸发展构思

Design for Developing Ports of Trade with Russia in Heilongjiang

随着经济发展和政策推进,黑龙江省口岸在全国对俄贸易中所占的地位越来越重,但黑龙江省口岸发展存在规模小、建设分散、与腹地联系不紧密、缺乏统一规划等问题。要想解决黑龙江省口岸存在问题,黑龙江省就必须对所有口岸按照各自的主要功能进行优化布局,即以哈尔滨综合型口岸为核心口岸圈,以牡绥东、佳同抚两条横向口岸线为次级口岸圈,漠黑嘉、密虎饶两条纵线为边缘口岸圈的口岸布局,从而形成符合黑龙江省省情的,有黑龙江省特色的"大腹地、小门户"口岸发展模式,以此提高口岸的使用效率和经济效益,进而促进黑龙江省对俄贸易的发展。

With the development of economy and policy, trade ports in Heilongjiang have become more important for trade with Russia across the country. However, there are still problems, such as small port scale, dispersed position, loose connection with the backland and a lack of integrated planning. To solve these problems, Heilongjiang should optimize the layout of all trade ports in line with their main func- tions. In other words, a port development pattern with Heilongjiang characters, namely large backlands and small gateways, should be es- tablished by taking the integrated Harbin port as the core port circle. Two horizontal port lines, Mudanjiang, Suihua and Dongning line and Jiamusi, Tongjiang and Fuyuan line could be taken as the secondary port circle. Two vertical port lines, Mohe, Heihe and Jiayin line and Mishan, Hulin and Raohe line could be taken as the margin port circle. In this way, the efficiency and economic benefits of the ports could be promoted for facilitating the growth of Heilongjiang trade with Russia
