摘要
我国高速铁路技术标准高、投资规模大、投资回收期长。高速铁路运营普遍采用委托运输管理模式,在经营管理过程中出现了激励约束不足、管理体制不畅、信息壁垒严重、决策手段落后等问题。通过对委托代理理论分析与探讨,从理论角度分析我国高速铁路三重复杂的委托代理关系,并结合本职工作的体会,从5个方面提出完善我国高速铁路运营管理模式的措施,即完善绩效评价体系、健全激励兼容机制、加强资产监督保障资产使用状态完好、加快薪酬制度改革提高主要管理者积极性、规范公司法人治理结构,以促进高速铁路健康持续发展。
The technical standards of China's high-speed railway is high,large scale of investment,long payback period of investment. High speed railway generally commissioned by the transportation management,problems of incentive and Constraint is insufficient, management system is not smooth,information barriers seriously,decision means backward in management process. Based on the principal agent theory analysis and discussion, analysis of high speed railway in China three complex principal-agent relationship from the angle of theory, and combining with the experience of the work, put forward to improve the operation and management mode of high speed railway in China measures from 5 aspects,namely,improving the performance appraisal system,improve the incentive compatible mechanism,strengthen the assets supervision and safeguarding of assets the use of in good condition,speed up the corporate governance structure reform of salary system to improve the specification of main management actively, in order to promote the healthy and sustainable development of high speed railway.
