The planning system of business development fusion resourc, e allocation was established to solve two basic problems of resources investment accuracy and efficiency of investment and construction. The needs analysis and strategy analysis were discussed from different aspects. The decision-making unit breakdown investment and steps of strategy library construction were introduced. A resource allocation model was establish, the allocation of resources was refined, and the support efforts of resource allocation decisions were enhanced.
