摘要
2008年11月,联合国教科文组织以“全纳教育:未来之路”为主题,召开第48届国际教育大会,标志着国际社会已形成推动全纳教育的共识。2014年1月,《特殊教育提升计划(2014—2016年)》总体目标提出:“全面推进全纳教育,使每一个残疾孩子都能接受合适的教育。”从回归主流运动到全纳教育,融合教育思想更为成熟,融合教育实践持续发展。
By means of analyzing the various indexes of special education development during the period of 11 th Five- Year Plan,the paper discusses its achievement and deficiency in the following aspects: 1. The enrollment of disabled students is increasing continuously,but special education is still the weak link of basic education. 2. The ways of enrollment meet the demand for special education development pattern. 3. The development of education for different kinds of disabled students is imbalanced,and it is difficult to go to school for some disabled children. 4. The building of special teachers is urgently enhanced. 5. The total of special education investment continues to rise,but there exists a structural imbalance.
