大连市流动人口的社会救助现状

随着社会保障制度的不断完善,目前大连市社会救助体系已基本实现了全民覆盖。但是受我国"二元社会结构"影响,流动人口在生活、就业、社会福利及维权方面仍处于弱势地位。分别从最低生活保障、特困人员供养、灾害救助、医疗救助、教育救助、住房救助、就业救助、临时救助、民间救济、法律援助和监督管理11个方面,对大连市流动人口的社会救助现状进行了调研分析。

With the continuous improvement of the social security system,the social assistance system of Dalian has mainly real-ized the universal coverage.However,influenced by the dual social struture,the floating population remains in a weak position in such as living standard,employment,social welfare and safeguard of rights.This paper did some investigation and analysis of the eleven aspects of basic cost of living allowance,support of extremely poor peple,salvation of disaster,medical treatment,educa-tion,housing and employment,temporary salvation,folk relief,legal aid and supervision.
