慈善医疗救助发展的现状、问题与对策

Charity Medical Assistance in China: the Development Status,Problems and the Improving Strategies

随着社会力量的逐渐壮大,慈善事业作为逐步兴起的一项社会事业在我国社会医疗救助中发挥着越来越重要的作用。文章从多个方面分析了慈善事业参与医疗救助的发展现状、路径以及面临的一些现实困境,并从政府、慈善组织的角度提出了慈善事业参与医疗救助的对策建议:慈善组织应当立足于"补充与补缺",加强自身建设与创新来提高公信力,弥补社会医疗救助制度的不足;建立与政府救助部门之间的协调、合作与监督机制。政府部门则应当为其创造一个良好的外部环境,引导慈善事业更多的参与医疗救助。

With the gradual expansion of social forces,philanthropy as an emerging social cause is playing an increasingly important role in social medical assistance in China. In this paper,we analysis the development status of charity career participating in medical assistance,and the path and some reality dilemma it faced from multiple aspects. we then propose some countermeasures from the perspective of government and charity organization,includes： charity organizations should be based on ＂ added and filling＂,strengthen its construction and innovation to improve public trust,and cover social medical assistance system＇s insufficiency; and to establish the coordination,and cooperation and supervision mechanism with government sector; and the government should create a favorable external environment through legislative,administrative,training,monitoring to promote charities,guide charities to be more involved in medical assistance.
