高校智库建设的国际经验与启示

On the International Empirical Enlightment from the Construction of the University Think-tank

文章从智库的服务领域、人才管理机制、研究管理过程、成果传播途径四个方面对美国、英国、日本三国的智库建设经验进行了比较分析。在此基础上分析了我国高校智库的发展优势和问题困难,提出了推动大学智库发展的对策建议,即要重视研究辅助支持系统的筹建和应用;要长期专注于切实影响中国长期发展的战略问题研究;要建立培训平台,充分发挥学术界与决策层、决策层与公众之间的桥梁的能力;要创新智库人才培养机制,使智库真正成为创造新知识、新方法的强大外脑。除此之外,高校智库的发展还依赖于良好的外部大环境,包括智库介入公共政策形成过程的体制机制建设,以及良好的思想市场的竞争机制和组织生态环境。

This article focuses on four aspects such as in terms of the services areas, the mechanisms of the personnel management, the process of the research management, and the mode of dissemination of research findings by comparison among the United States, Britain, and Japan. Based on the results of the study, the author further explores the advantages and problems of the University Think tank. It makes suggestions and countermeasures about how to promote the development of university think tank. First, we must pay attention to the preparation and application of auxiliary support systems. Second, we will impact long-term development of should focus on the strategic researches which China. Third, we should establish a training platform to give full play its role of bridge linking between the academia and policymakers, and also the policymakers and the public. Fourth, we should innovate the think tank personnel training mechanism and then think tanks could truly create new knowledge, new ways in the study. In addition, the development of university think-tank also depends on a favorable external environment, including the construction of think tank interventional procedures of institutional mechanisms, competitive mechanisms and ecological environment of the organizations in the of the marketplace of ideas.
