完善地质调查专项管理的几点思考

Some Ideas on Improving Geological Survey Special Management

中央财政出资的地质调查评价专项是地质工作的重要组成部分,要适应经济社会发展的需要,必须对自身的管理理念与模式进行调整,做到提质增效升级,还要依法依规明确各类投资的定位。针对长期存在的研究与调查脱节问题,科研工作围绕地质调查统筹部署是解决问题的关键,确保财政投入合理定位是政府部门重要职责;要完善专项立项程序,切实突出国家需求,做到专项之间合理衔接。基于矿产勘查财政投入现状,应借鉴国外经验,探索建立财政资金对商业性矿产勘查的补贴制度。要确保专项的定位和目标完成,一个重要手段是组织包括第三方参与的绩效评估。评估检查工作是专项实施的基本保障,做好项目评估工作也是确保专项合理部署的重要举措。

As an important part of geological work, the sepecial project of geological survey funded by central government should meet the needs of the economic and social development. Therefore, we must devote our efforts to adjust our own management notion and mode, achieve quality, efifciency and upgrading. In addition, we should make the positioning of all kinds of investment clear in accordance with the law and the rules. This paper points out that making an overall arrangements about scientiifc research around geological survey will be the focus of our efforts to solve the problems. Government departments should regard ensuring the suitable position of ifnancial investment as an important duty of its efforts to improve the procedures of special project, highlight the national requirements, and ensure reasonable cohesion between special projects. Furthermore, we should establish subsidy system regarding ifnancial fund for commercial mineral prospecting based on the status quo of ifnancing and foreign experience. In order to ensuring the special orientation and target completion, organizing performance evaluation including the thrid party’s participation is an impotant means;and to perform well in our initiatives to evaluate projects is also an important measure for ensuring the reasonable deployment of special project.
