基于资源问题区域差异的生态文明指标体系研究

Research on Index Systems to Underpin Ecological Progress Based on Regional Differences Regarding Resource Problems

在资源问题区域差异特征分析的基础上,对已有的评价指标进行系统的分析、甄别与选取,从资源禀赋、资源安全、资源利用效率、生态环境四个方面构建了基于资源问题区域差异的生态文明评价指标体系。在指标体系构建过程中,不仅遵循了"普遍性与特殊性相结合"、"激励性与约束性相结合"、"完备性与可操作性相结合"的指标选择原则,还特别针对资源问题的差异特征,创新了"通用性指标"与"区域性指标"相结合的差异化指标设置,使评价指标体系能够较好地反应资源问题的区域差异状况及生态文明建设的本质内涵。

This paper has built the index systems to underpin ecological progress based on the differences regarding resource problems from the aspects of resource endowment, resource security, the efifciency of resource consumption, and the environment. In the process, besides remaining the committed to the principles for the choice of indicators, these are：the combination of universality and particularity, the combination of incentive and binding, the combination of completeness and operability, especially, this paper has initiated the differentiation index set with the combination of the common indexes and regional indicators in light of the differences for resource problem. As a result, the evaluation index system can relfect well the regional differences relating resource problems, as well as the essential connotation of ecological civilization construction.
