世界主要航运中心与自贸区联动发展的经验及其对上海的启示

Experience of the Linkage Development between the World Major Shipping Centers and CSPFTZ and its Enlightenment to Shanghai

推进上海航运业与自贸试验区联动发展,要处理好三方面关系:一是近期与远期关系。借助上海自贸试验区平台,加快航运制度与功能创新,近期重点在自贸试验区内,远期重点在区外,发挥自贸试验区对航运业的引领作用。二是区内与境外关系。借助自贸试验区平台,实现与境外航运业在监管制度、税收制度、法律制度等方面接轨;三是区内与区外的关系。形成在区外可复制、可推广的一系列制度。

To promote the linkage development between Shanghai shipping industry and CSPFTZ,we need to cope with three couples of relationships：the first is the immediate and long-term relationship.With Shanghai CSPFTZ platform to speed up the shipping system and function innovation,the key of immediate period lies in CSPFTZ,while long-term key lies beyond the CSPFTZ,specifically,the leading function of CSPFTZ will work on shipping industry;secondly,the relationship between within the zone and overseas. With the platform of CSPFTZ,we should integrate with overseas shipping industry in respect of regulatory system,tax system,legal system,etc;thirdly,the relationship between within the zone and out of the zone.We should form a set of systems that are propagable and replicable beyond the zone.
